The annual journal was founded in 2003 by Dr. Jesus Rosales, professor of Spanish. The journal, which includes works in Spanish and English, is funded equally by the University’s College of Arts and Humanities, the Office of the Provost, and donations from private sponsors.

According to Rosales, the main focus of the journal is works dealing with Chicano and Mexican cultural themes. The goal is to strengthen the cultural relations between people on both sides of the Mexico-U.S. border and to break down those cultural barriers that many times lead to misunderstandings between the Chicano and the Mexicano.
